The Wayne County Prosecutor’s Office has launched an investigation
of Highland Park’s former emergency financial manager, Arthur
Blackwell II.
Blackwell was fired on Friday and replaced by Robert Mason, a former
Farmington Hills City Council member.
State officials say Blackwell improperly paid himself $264,000,
which Blackwell has denied.
