Highland Park City Administrator Darwin Parks joined the city’s
management team on November 29, 2004. City Administrator Parks was
born on July 27, 1966, at Avon Center Hospital in Avon Township (now
the City of Rochester Hills), Oakland County, Michigan, being the
eldest son of Roger McClary and the only son of Marion Parks. Mr.
Parks has ten siblings -- three brothers and seven sisters. Mr.
Parks lived in Rochester and Oakland Township until the age of
seven, at which time his family moved out to the "country" in
Addison Township in northern Oakland County. Mr. Parks attended
Oxford Area Community Schools, graduating from Oxford High School
with honors in 1984.
Mr.
Parks earned a Bachelor of Arts (B.A.) degree with cum laude honors
in Human Services with a concentration in Public Administration from
Siena Heights College and has a Master of Public Administration (MPA)
degree with high honors from Golden Gate University. He possesses
more than 14 years of experience in municipal management, having
previously served as the chief administrative officer for several
Michigan municipalities, including the cities of Litchfield, Linden,
Standish, and Richmond as well as the village of Oxford. Mr. Parks
is a Credentialed Manager through the International City/County
Management Association.
Mr.
Parks is married under Canadian law to James, and they have an
11-year-old son, Shane, who is currently in the fifth grade. Mr.
Parks' interests and hobbies include genealogy, history, computers,
antiques, fishing, camping, tennis, and ESPECIALLY spending
time with his family.
